What do you do when you have been denied a bank account for your partnership business?

I have been trying to open a bank account for my partnership for quite awhile and I have run into several road blocks.

We were denied with a bank (Wells Fargo) due to someone having bad history? The bank wouldnt give details.

There are 5 of us, so each owns 20%. Banks will not allow 1 person to open the account by themselves unless they own 25% or more.

Paypal will not allow us to open a business account unless we are registered with the state of Texas as a business.

Registration fees are $750 and we do not have that type of money right now. We are slowly growing this side business.

We are a production company that organizes events. So we need cards to make basic equipment purchases but not many.

We would like to have a popular online method to pay freelancers (approx 20 payments at a time, once per month).

We need to be able to deposit a few thousand dollars at a time maybe once a month.

What are we to do? Any advice?
