How do you vet freelancers on freelance websites like Upwork, freelance, PeoplePerHour, etc?

I don’t know how often these sites are utilized but I’m thinking of having a website created by a freelancer on one of these sites.

I’m wonder if anyone has experience with them and if so how should I check if the person I’m hiring will produce a quality product.

Any advice will be greatly appreciated.
