Cold Email To Generate Leads : HELP

My goal is to learn how to generate leads for my company on a large scale using cold emailing.

I've seen someone in a facebook business mastermind group who is utilizing the cold email to generate leads. I've contacted him to ask how he is doing it, but have not got any responses. I figured I'm going to need to do my own dirty work.

What I'm trying to do is generate in person estimates for my local service business. I would be targeting pretty much any building/office/facility.

So i'm pretty confident in my sales skills and I understand how I would setup the emails.

I have 3 questions.

1. How do I get a email list of the decision makers (office managers, owners, etc) for a bunch of businesses in my desired industries? (medical, law, general offices, etc). Should this be bought? Scraped?

2. Once I obtain this email list. How do i go about carrying out my plan in large scale? We're talking over 10,000 emails. Would something like MailChimp work in sending out this many emails and also having 2nd, 3rd, 4th, emails setup and automatically send?

3. Can I get in trouble for cold emailing businesses?
