Issues with a client paying

I have been working with this client for some time now helping him to flesh out his business. Both me and the client, over a month ago, agreed how much I would be compensated and I sent him an invoice for that amount over PayPal. (This is my standard way of receiving payments from clients)

For over a month there has been issue after issue as to why I can't be paid. He had issues with his paypal account, he had problems transferring money to his paypal account, 2 days before the funds were to be deposited to my paypal account, the invoice was mysteriously "Cancelled", with him claiming he did not do it. He said it was because he selected the wrong account and that it had insufficient funds. He bought a prepaid visa to pay me and he claims that the funds are being "held".

This is becoming incredibly frustrating for me as I feel I have more than earned my pay. It seems that once one issue is fixed another one takes its place. How do I know if this guy is bullshitting me or not, and how do I confront him about it without risking him disappearing and not getting money at all?

Note that this whole business arrangement is over the internet and I have had no in person contact with this client. Also I realize I should have had some sort of upfront pay in place that would have saved me a lot of headache. I normally do that, but this situation was a bit different.
